德國科學基金會(German Research Foundation)資助的計畫INTACT，其目標是建立一套透明且有效率的程序來管理OA出版中的文章處理費(APC)，而計畫中的子計畫OpenAPC則是使用GitHub匯集APC的費用資料(data)，資料來源由各國大學、研究機構或是資助單位自動回報，例如德國的馬克斯普朗克學會數位圖書館(Max Planck Digital Library, MPDL)、奧地利科學基金會、英國的Jisc及Welcom Trust等都有參與這個計劃。OpenAPC中的資料都是公開透明的，從2015年計劃開始至2018年5月，OpenApc統計共收錄了50,863篇文章資料，APC的支出高達96,000萬歐元。
